CONSTITUTION

 

ARTICLE I                 NAME

Section 1:       The name of the Club shall be "THE NUTMEG KART ASSOCIATION."

 

ARTICLE II               PURPOSE

Section 1:       The purpose of the Club shall be to promote, support and participate in the sport of safe go-karting and good sportsmanship.

 

ARTICLE III              MEMBERS

Section 1:       Any adult,who has attained the age of eighteen years and is found to be in good          character, shall be eligible for member ship. The membership application shall be submitted to the Board of Directors for review. The Board shall submit said application at the next regular meeting thereafter. A 2/3 majority vote of the members present shall prevail. Membership shall be extended to the spouse and children between the age of five and seventeen. A family member becoming age 18 automatically becomes a member by paying dues.However if they turn 18 during the calendar year they have the option to either remain under their family's membership or apply for their own membership. If the members decides to stay under the family membership they are unable to vote or raise motions or hold office. Members must be eighteen years of age and have attended 4 of the last 12 monthly meetings including the current meeting to vote or make motions. A member must have attended 6 of the last 12 monthly meetings including the current meeting to be eligibe to hold office.

Section 2:       From the time of the receipt of the application for membership, such adult shall be a probationary member. The member must be present at the meeting when the application is submitted and voted upon, unless excused. A closed ballot vote may be used if so deemed necessary for any           reason, if suggested by the Board. Probationary period is 4 races.


Section2a: Any membership that is up for review by the board shall be brought to the membership for discussion. The member’s voice will be used under advisement when the board makes its final decision.

Section 2b: If they desire, members in good standing shall be able to suspend their membership for up to one year, and upon re-application, will be re-instated without a vote of the Body, and without a probation period, the following year.

Section 3: Probationary members and members put on probation shall participate in scheduled events. He or she has no voice during probationary period. (Probationary period 4 races).

Section 4:       All members shall be required to pay dues in full with application, before being allowed to participate in scheduled events. There will be no refunds of any kind. Membership will start when dues are paid and end December 31 of each year. (Amended 2004)

Section 5:       Life Members and Honorary Members: To become a life member or an honorary member, there must be a signed recommendation of one member, seconded by another member and a 2/3 vote by ballot at the annual meeting. A life member shall have all the obligations of membership of the Club, except dues and shall be entitled to all of the privileges. An honorary member shall have none of the obligations of the Club, but is entitled to all privileges, except those of making motions, voting and holding office.

Section 6: Working committee members will have the advantage of reduced race fees as long as their work commitments are met on a regular basis. Non working members will pay the current member race fees and will not be required to perform any committee type work. Work committee members that do not meet the work requirements of said committee will automatically revert back to a non working member and pay the current member race fee. Committee's will be monitored by the board of directors and their decision will be final as far as a member committee status.

Section7:
Nobody is allowed to use "NUTMEG KART ASSOC." name for personal gain. Unless it's a club function and then approved by the Board of Directors.

 

ARTICLE IV              BOARD OF DIRECTORS

Section 1:       The Board of Directors shall be the governing body of the club. They shall establish the hour and place of the meetings, make recommendations to the club and perform such other duties as are specified in the Constitution and/or by-laws. The Board shall be subject to the orders of the Club and none of its acts shall conflict with actions taken by the Club. The Board shall consist of officers, Pit Steward; Track Steward and the Immediate past President and they shall pay no dues while in office.

Section 2:       The elected officers shall be the President, Vice President, Secretary and the Treasurer, all of whom shall be members in good standing.

Section 3:       Elections shall be held at the annual meeting in November. Officers shall be elected by a majority vote of members in good standings present. Voting will take place between 8 & 9 P.M.

Section 4:       The regular term shall be one year.

Section 5:       All officers at the expiration of their terms, shall render to their respective successors, all Club property and moneys in their possession.

Section 6:       If an elected officer fails to discharge the duties of his or her office for three consecutive meetings, that officer shall be requested to properly discharge said duties or render his/her resignation.

Section 7:       Eligibility requirements for all officers positions will be one year’s previous and consecutive service, and membership in good standing in the Club, with at least a 50% attendance record at Club meetings that year, counting the October meeting.

Section 8:       Any vacancy shall be appointed by the Board of Directors for the balance of the present term in office. If the office of Treasurer is to be vacated, the Treasurer's records shall be verified to be correct by the Board of Directors before acceptance of the Treasurer's resignation.

 

ARTICLE V                DUTIES OF THE OFFICERS

Section 1:       The President shall preside at all meetings, General and Board, during the transaction of Club business. He or she shall uphold the Constitution and the Bylaws of the Club. He or she shall cast one vote in case of a tie.

 

Section 2:       The Vice President shall assist the President and assume his duties in his absence.

Section 3:       The Secretary shall record the proceedings of all meetings and be responsible for all Club correspondence.

Section 4:       The Treasurer shall collect all fees, dues and assessments, and record all monetary transactions of the Club.
Also should produce a monthly financial report.

Section 5:       The Past President shall serve as an advisor to the President and serve as a voting member on the Board of Directors.

Section 6:       The Stewards shall be appointed by the elected board. They are under direct supervision of the elected board. The Track Steward is that official having complete charge of the Track Committee. The Pit Steward is that official having complete charge of the pit area and any officials working in this area. (Example: weights, safety, line-up)

Section 7:       The Flagman shall be selected by the Board of Directors. Shall be official in charge of making flag signals to drivers, via in contact with the RACE DIRECTOR. FLAGMAN / RACE DIRECTOR should conduct pre WKA sanctioned event drivers meetings to brief competitors regarding use of flags, special conditions, etc. Flagman and Race Director are in direct charge of CORNER MARSHALLS.

Section 8: Race Director shall be selected by the Board of Directors. Shall be official having complete charge of karts while on track. RACE DIRECTOR may direct Starter to warn, via pointing furled black flag, competitors of blocking or for rough riding or may direct removal of competitor from race by presenting black flag, for driving infractions or defective equipment posing a potential safety hazard. Race Director is in direct charge of all officials and race personnel. The Race Director has the right to assess penalties in regards to un-sportsman like conduct for that event, (any further penalty shall be reviewed by a race committee made up of the Scoring committee, track officials and the Board of Directors.) The Race Director will be in complete charge of the event.

 

ARTICLE VI              COMMITTEES

Section 1:       All committees shall be appointed by the Board of Directors.

Section 2:       The Track Committee shall be responsible for the maintenance and upkeep at the Track facility. The Track Steward will delegate jobs to the Track Committee.

Section 3:       The Scoring Committee is responsible for the Scoring of the events and the maintenance of scoring needs.

Section 4:       The Scheduling Committee will consist of the Board of Directors and selected members who shall be responsible for scheduling and setting values for the events. The Schedule for the year shall be submitted to the membership for approval by the February meeting. The approved schedule shall remain unchanged throughout the year, with the exception of non-point race events.

Section 5:       The Safety Committee shall be responsible for compliance with all rules and regulations regarding the safe equipment of kart and driver. The Safety Committee shall be responsible for making sure that all equipment fits the driver correctly, that seats and pedals are adjusted to the driver, and that driving rules and hand signals are understood.

Section 6:       The Rules Committee will consist of the Board of Directors and selected members who shall be responsible for reviewing and recommending changes in the adopted rules and regulations. Rule changes will be submitted in writing at the January Membership Meeting and voted on at the February Membership meeting.

Section 7: The club will have the ability to add or change by-laws at any time during the year; however the following restrictions must be followed.

7A: The proposed addition or amendment of a current by-law request must made in writing and posted for two weeks prior to the next meeting on both the club website and at the sign in booth (during the season)

  7B: The proposal will either be posted directly on the home page or will have a direct link to it from the home page.

  7C: The voting for the proposed addition or change will be made during the next club meeting (all restrictions must be met).

      

       Section 8: The Tech Committee will be in charge of scheduling of outside tech, as well as overseeing the proper application and use of the WKA tech manual. This also includes the proper use of the clubs tire rules.

 

 

ARTICLE VII             MEETINGS

Section 1:       A Regular Business Meeting will be held the second Tuesday of every month at 7:00 PM. Meetings will be held in accordance with Robert’s Rules of Order (Newly Revised Edition). Meetings require two weeks notice, to be posted on the NutmegKart.com web sight. Individual mail notification shall be mailed only upon the specific request of a member.

Section 2:       The number of members present at a regular business meeting shall be the quorum. 51% of members present and voting shall constitute a majority vote, which shall rule.

Section 3:       Persons not members of the Club may attend Regular Business Meetings by invitation of any Club member, but they cannot vote, and shall speak only at the invitation of the Officers.

 

ARTICLE VIII                       DUES AND ASSESMENTS

Section 1:       The dues shall consist of an annual fee to be decided upon by the Board of Directors and approved by the Club members at the January meeting. Dues shall be paid by the March meeting, or a $25.00 late fee will be assessed. Any member joining after July 31 will pay half of the membership dues.

Section 2:       Funds and dues shall be deposited in the General Fund and used for the actual expenses and maintenance of the club.

Section 3:       Assessments shall be submitted to the General Membership by the Board of Directors for approvals. All moneys collected shall be used only for the specific purpose requiring said assessment.

Section 4:       Any property improvements expenditure costing over $500.00 shall be approved by the general membership with a majority vote at the monthly meeting.

Section 5:       (Deleted 2001)

Section 6:       All Vendors must pay a $100.00         vendor fee plus the regular membership fee. Concession will pay a minimum of $150.00 weekly fee.

Section 7:       All parts vendors must carry a 1 million dollar liability policy certificate naming the Property owner and Nutmeg Kart Assoc. as additional insured.

 

ARTICLE IX              AMENDMENTS

Section 1:       Any amendments to the Constitution, and/or By-laws are made annually. All Amendments must be in writing and submitted at the January meeting and voted on by the General Membership at the February meeting. An Amendment must carry by a 2/3 majority vote of the members present.

 

ARTICLE X                INTERPRETATION OF RULES

Section 1:       The strict interpretation of all rules, regulations and bylaws shall be made by the Board of Directors.

 

BYLAWS

 

ARTICLE I                 GENERAL RULES

Section 1:       No one may sue or press charges against another member, an official, the property owner, any benefactor of the Club or the Club itself. Nor shall any member discredit or bring slander to the Club's well being. The penalty can be lifetime expulsion.

 

Section 2a: Technical Inspections - All vendors will provide sample of methanol prior to the 1st heat to be tested and used as a baseline for fuel tech on that race day. Tech will be decided by randomly pulling "tech chips" out of a hat for that particular day unless otherwise deemed necessary by the race officials. Any or all parts that have to be removed to get at the teched parts can be teched, if Tech Officials or the Board of Directors deems it to be necessary. If the top 3 finishers in a class agree that they don't want tech it can be waived by the race officials.

 

Section 2b: Any class participant may protest another competitor's fuel, motor or kart for a set fee. A protest must be made in writing along with fee to the race director within 30 minutes of the conclusion of the race in that class. At the end of the race day there will be a tech inspection of the protested item. The same inspection will be done to the protestor's item. If the protested item is found to be legal the protest fee will be given to the protested. If the item being teched is found to be illegal the protestor will get his fee back and the protested racer will lose points for that day. Any or all parts that have to be removed to get at the teched parts can be teched, if Tech Officials or the Board of Directors deems it to be necessary.

Section 2c: No Officer or Club Official shall make a call, judgment or be involved in any decision making process in which an immediate family member is a competitor. Verbal communication using track radios by members of the Board of Directors during a race will not be allowed, unless requested by the Race Director.

Section 3:       Any unauthorized person who wants special permission to be inside the track fence must receive permission from the Club officials, and must sign a liability release.

Section 4:       All racers will receive a copy of the Constitution, by-laws and Track Schedule, and a copy will be present at the track. The last page of each year’s rulebook will contain a waiver stating that the member has read and understands the Constitution and by-laws. This form will be returned to the Secretary before the members 1st week of racing.

Section 5:       Everyone racing and/or participating in a scheduled event must sign a release form and obtain a pit pass each week.

Section 6:       All present are to give full cooperation to officials at all times.

Section 7:       Anyone under eighteen (18) years of age cannot race unless a parent or proof of guardianship is present. Parental consent is required as per W.K.A. instructions.

Section 8:       (DELETED 2007) See Article III section 1 of the Constitution

Section 9:      Any inexperienced racer shall start last for 3 race weeks. The new racer shall put an "X" on his or her helmet and rear number plate for those 3 weeks and sign in as a "Rookie/New Racer." All rookies will start at the rear of all heat and feature races for a minimum of 3 weeks. During this probationary period the racer will keep his/her earned positions on the track once a completed lap has occurred. At the discretion of the flagger and/or race director at the end of three weeks they may be allowed to pick a chip at sign in for heat starts.

 Section 10: (DELETED 2008)

 

ARTICLE II               TRACK RULES AND REGULATIONS

Section 1:       All approved participants will be admitted through the sign in booth, proper ID required, all fees and waivers must be completed to race. Cleanliness will be stressed and insisted upon.

Section 1a:     Each pit stall shall have at least one ABC type fire extinguisher in good condition.

Section 2:       After being admitted to the pit area, the kart crews will place their karts in assigned areas. Ample space will be provided so that karts can be moved in and out with ease. Pit areas will be kept orderly and clean.

Section 3:       Kart engines can be started and run between 10:00 A.M. and 10:25 A.M. No kart engines will be allowed to be started and or run from this end time until the completion of the drivers meeting. This will be strictly enforced. Penalty for non compliance is to be a minimum of loss of starting position in all heats for that day. Continued non compliance will have escalating penalties to be assessed.

Section 4:       Entry fees will be paid by participants before the drivers meeting. Board members shall pay no entry fee.

Section 5:       Only persons with a pit pass shall be allowed in the pits or racing on the track. Per insurance regulations, no one under 18 years of age will be allowed on the hot grid or the infield during racing unless he is a participant in that race. No one under the age of eight will be allowed on the Hot grid unless he is signed in as a driver, but will be allowed at the outer pit area only with adult supervision.The hot grid is the area from the track side of the bridge, to the impound area. (Amended 2004)

Section 6:       No smoking will be allowed within the track or hot grid area areas during a scheduled event. No alcohol may be consumed anywhere on the Club property. A racing event is concluded at the completion of the last race of the day. Monthly meetings are defined as a scheduled event.

Section 7:       All kart owners will act like ladies and gentlemen at the track and will see that their crews do likewise. It is also that person’s responsibility to supervise any children or other family members while on track property. Shirts and shoes required.

Section 8:       A whiteboard will be erected in the pit area and shall have the lineups for each race posted not less than 10 minute before race time.

  1. Section 9:       All racing will begin at the predetermined time and day. Sign-in time will start at 9:00 A.M., and will end at 10:30 A.M. All late entries will be reviewed by the Board of Directors. Mandatory Drivers Meeting will be held at 10:30 A.M. Warm-ups will start following the Drivers Meeting (up to 10 laps for warm-ups), and shall end at least 10 minutes prior to the first event. Track drying will be accomplished by the discretion of the Board, and will not count as warm-ups. The racing format and all times may be amended at the discretion of the Board of Directors, if deemed necessary.

    Section 9a: In the event electronic scoring is used refer to WKA tech manual, General driver rules section 105.7, General racing rule section: 106.15.5;106.163. 
    If during the heat races any of the following incidents occur the highest starting position that anyone can earn in the feature event is equal to 50% of the total field entered or lower.

*      No transponder on kart.

*      On track but does not take the green flag.

*      Black flagged on track.

*      Failing post heat tech inspection.

*      Not making weight.

  

Section 10:     Once the first heat has started, there will be no class switching or new drivers added to a class. (Added 2004)

Section 11:     No kart and/or driver shall be allowed on the track unless approved by an official.

Section 12:     If any kart cannot be lined up, the starter can put it in the back of the field.

Section 13:     The green flag shall start all races and signifies that the track is clear. The race shall be considered started when the green flag is dropped. The race must be finished in the kart started with.

Section 14:     The blue flag with the diagonal yellow stripe is a passing flag, which shall be given to karts that are being lapped. When a kart receives the passing flag the driver shall immediately move to the top of the track as directed by the starter and remain there until the lapping kart or karts have passed. Do not try to race passing karts.

Section 15:     The yellow flag means caution. After dropping the yellow flag, all karts shall thereafter slow down and line up according to racing gained position behind the leader who will hold his/her hand up. There will be no passing. When a yellow flag is shown during a race all karts will continue around track until instructed by flagger to stop at the start finish line. At this time the karts will directed past starter one at a time in proper lineup order. The karts will then be stopped by the next on track worker to keep karts in order. When all karts have been lined up correctly the karts will then continue rolling yellow laps until the starter gives the green flag.

 On a restart, the red and yellow flags, shown together, mean the karts should line up in their original positions. The yellow flag shall not be held on a race for more than 3 consecutive laps. At the beginning of the fourth lap, either the red or the green must be dropped. If a kart is two laps down, the starter can black flag the kart if he feels the kart is a danger to the other karts. If after two starts are tried and the front two karts cannot come down to the starting line together, the starter will put 1 and/or 2 to the rear of the field. If a kart is a lap down, its stays a lap down. Yellow flag laps shall not be counted as scoring. Any lapped kart on the restart goes to the rear. The race will be restarted as scored on the previous lap. When the caution flag is thrown on the last lap of a race it will be considered yellow/checkered ending the race, and if the checkered flag has been displayed, those karts that have passed the start/finish line shall be scored as they finished.

Section 16:     The red flag means danger and all karts must stop immediately. It may be used if, in the opinion of the flagman, the track is unsafe to continue the race. In the event a race is called complete after a red flag is dropped, all karts not involved in the accident shall be scored as finishing in the last position that they crossed the line in the previous lap. In the event of a red flag the kart driver causing the red flag cannot continue the race without the consent of the EMT and/or track officials.

Section 17:     The black flag means get off the track and must be obeyed immediately. The flagman may use this not only for rule infractions but for some mechanical trouble which the driver may not be able to see but might make the kart dangerous. In such an event the driver shall raise his hand, avoid interference with the other karts and exit track to the scales, within one lap. Any calls for unnecessary pushing, bumping or rough driving shall be made at the final decision of the flagman and/or Race Director.

Section 18:     The white flag means you are entering the last lap.

Section 19:     The checkered flag means the finish of the race. For scoring purposes, all karts will hold their positions for one additional lap before entering the pit area. In the event an error occurs, the final position shall be determined by the scorer's record.

Section 20:     When lights are used at the track they are to be considered official and observed the same as the flags.

Section 21a: Any restart because of an accident shall be restarted double file to the half way point. After the half way point or after three (3) caution flags, karts will be lined up in single file. The green flag dropped at the flagman's discretion.

Section 21b: Any driver who takes a green flag gets at least last place points progressively, i.e.; first driver out gets last points, 2nd driver out gets 2nd to last points, etc. These points are awarded only if the kart weighs in after that race. This rule does not apply to karts disqualified for driver misconduct.

Section 22:     If 50% of the race has been run under the green flag, when the red flag is dropped, the flagman has the authority to call the event complete.

Section 23:     If a kart spins out or has to go to the Break down lane, said kart may only return to the track between the cones on the front or the back stretches. Special cones will be marked and pointed out to the drivers. Karts entering from any other place on the
Break down lane other than designated will be grounds for disqualification from that race, but will receive last place points.

Section 24:     (Deleted 2003)

Section 25:     In the event of an accident on the track only the first aid crew, firemen, corner men and Club Officials shall render assistance. Violation may result in suspension as may be decided by the officials.

Section 26:     If a race is stopped (Red Flag) all karts must remain on the track and motors must be shut off. When the track is cleared, the scorer will line up the karts and the flagman will resume the race. Only under Red Flag can a competitors crew member enter the infield with starter only to restart kart "no tools allowed". If any maintenance is done by any kart during a red flag situation, that kart will start at the rear of the field. Any kart leaving the track area past the scales will be disqualified for the remainder of the race. Club officials in an emergency may direct karts to any area to aid in the continuation of the race program.

Section 27:     All maintenance and/or repairs performed on any kart during the running of any race in which it is entered shall take place only on the infield. No kart shall be refueled while the engine is running or with the driver in the kart.

Section 28:     Any kart which spins out alone causing a yellow flag will restart at the rear of the pack. Anyone involved in an accident that causes a yellow or red goes to the rear. "Involved" to be interpreted by track officials.

Section 29:     Racing will not start unless the safety requirements are met.

Section 30:     All drivers will receive a flag and safety lecture until the flagman is sure he is understood by each participant.

Section 31:     Entry fees for the year shall be determined by the Board of Directors and approved by the General membership by the February Meeting. Entry Fees shall remain unchanged throughout the year.

Section 32: Protective clothing requirements:  Helmets must comply with WKA rules 115.1 and 115.2. High leather shoes (ankle coverage) including work shoes, boots and leather sport shoes. Unaltered full fingered gloves and neck brace (115.3) are mandatory. Nothing should be worn that is ripped or worn in such a way to expose parts of the flesh. In addition, cage kart drivers are required to wear arm restraints and a full fire resistant driving suit rated SFI 3.2 A1 or better. Chest protectors meeting SFI Specification 20.1 are mandatory for all drivers in all classes where the minimum age is 12 or lower. Champ kart drivers are exempt from this rule. (Amended 2006)

Section 33: No parts, participants or crew may enter the racing areas once the track entrance is closed unless permitted for red flag start with the exception of below listed starters. Track entrance chain will be closed after the last kart passed the pit entrance on the clinched green flag. Any kart entering late will be placed to the rear regardless of board lineup. One starter for each type of motor running on the track must be available at all times. If a kart needs to be restarted during a caution period and that starter is not inside the track area, one will be allowed to be brought over the fence and onto the track. Please Note: this is for starters only and no other tools will be allowed to be brought onto the track in this manner.

1Section 34:   Waste oil must be removed from the track property at the end of each race day. Kart owners are responsible and will be subject to severe sanctions up to and including permanent suspension for failing to comply with this rule.

 

ARTICLE III              FINES AND PENALTIES

Section 1:       Failure of tech will result in the loss of points for that day in all classes that the failed part raced in. The second offense will result in loss of points for that day and suspension for the next scheduled race event. On the third offense, there will be permanent suspension at the discretion of the Board. Any driver refusing tech will lose points for that day plus be suspended for the next regular points racing events. (A fun day or rain out is not considered a racing event).

Section 2:       All karts must proceed directly to scales apron leaving track after each scored race to be weighed. Any kart failing to do so will be automatically disqualified. If a kart is found to be light in the first heat race, they will start the next heat race from the rear in that class In addition to receiving a DQ for that heat. After the feature race, any kart found under weight will lose their points for the day in that class. The Nutmeg track scale is the final authority. If a racer is involved in an on track accident and requires medical attention at the request of the EMT. The racer and kart will not be mandated to weigh in upon exit of the track. If they choose not to weigh in they will be given last place points on the day and it will be allowed to be used as a drop.

 

Section 3:       Anyone found tampering with another kart without permission will be expelled or suspended at the discretion of the Board.

Section 4:       Any driver who does not obey flags immediately will be subject to suspension of that event. Any further penalty or suspension will be up to the Board of Directors.

Section 5:       Any kart in a race more than two laps behind and competing may be flagged off at the flagman's discretion. Any kart that is in the infield for over 2 laps, shall not re-enter the racing surface. This rule will not apply during racing events of 30 laps or more. For events of 30 laps or more, the driver will be scored for laps completed.

Section 6:       Any kart which in the opinion of the Pit Steward or other Officials is not in good racing condition, shall be disqualified from competition until it meets W.K.A. and Nutmeg regulations.

Section 7:       Anybody on the premises who gets into a fight, acts unseemly or argues at Club activities, shall be immediately suspended. The Board of Directors may levy a suspension up to six consecutive race meets. If a person starts a fight on the grounds or at any club function, that person will be permanently expelled. Any suspension or expulsion under this section shall apply to all persons affiliated with that Club membership. The decision of the officials shall be final.

Section 8:       Any person smoking on the track or Hot grid area shall be given one verbal warning on the first offense. Thereafter, they will be given a suspension for that day with loss of points. (Amended 2004)

Section 9:       The top three finishers of each class must bring their kart to the designated impound area immediately after their feature race, unless his or her kart is used in two different classes. In that case the kart must be left in the designated area to be defined at the drivers meeting. (Added 2004)

Section 10:     Any Club Member or Crew Member participating in events thought to be under the influence of drugs or alcohol at any race meet, will not be allowed to continue to participate in that day's events. Ruling will be at the discretion of the officials.

Section 11: As used above, a consecutive race meet means a completed race day(all classes heat races must be completed). A two day show counts as one race meet. Any and all Fines and Suspensions may be carried over to the next racing season.

 

ARTICLE IV              KART SPECIFICATIONS

Section 1:       All karts will conform to WKA Speedway Dirt Series specifications. Karts will be equipped with drum or disc brakes, chain guards (which cover any portion of the drive above the center line of the rear axle), 4 number panels and W.K.A. mufflers. Any additional safety requirements of the Nutmeg Kart Association must also met. Wolfe Plates ( Rotor Guards ) are MANDATORY.

Section 2:       Legal tires - All SR classes (except Blue Clone) Burris 33’s any model, all JR classes (except Blue Clone) VEGA mas , kid karts must follow WKA guidelines . Tires can only be washed with water. Both grinding and cutting of tires is allowed. Grooving of tires is not allowed. JTR Eagle Sniffer will used to monitor for prep. The levels will be set and adjusted throughout the year at the discretion of the tech committee and the board. (Note) We will follow WKA guidelines for use of the sniffer and will adjust for use in heats vs qualifying. Not meeting established reading limits will result in disqualification.

Section 2A TIRE RULES:   Spirit and Intent

The intention of this process is that all competitors will compete on the same tires. The

law of spirit and intent comes into effect when race officials are encountered with facets

not specifically addressed in the rulebook. At this point, officials must make decisions

based not only on fact, but also on whether the infraction was a clear case of attempting

to controvert the spirit of the event. We urge you avoid causing a spirit and intent ruling

by being fully aware of all the regulations that apply to you and your kart/tires. It is

impossible to write a rule for every aspect of karting. Before attempting any

modifications to your tires that are not specifically addressed in the rulebook, talk to the

technical inspector and clarify the requirements.

General tire Tech Procedure and Penalties

1. Competitors will bring spec tires to the event.

2. Tire cutting and grinding will be allowed (however it is the competitor’s responsibility

that all tires must still meet the current JTR Eagle acceptable PPM readings). The

current acceptable PPM reading is 60, however this can change at any time.

3. At no time will any kart be allowed entrance to the track on non-spec tires for the class

being run.

4. Only one set of tires will be allowed to be used per kart, per race day event. (an event

consists of what is stated at the daily pre-race drivers meeting.)

5. Once branded/marked tires must be visible and in plain sight at all times. If you must

work on your kart inside your trailer your tires must be removed and left outside.

6. The only acceptable cleaning substance for tires is water (no additives).

7. Tires will be branded or marked prior to 1st heat.

8. The following instruments and inspections will be utilized for our current tire

inspection process (JTR Eagle sniffer, Durometer, Pyrometer, Visual, Outside

Testing Facility). This is a live document that has the ability to change as needed.

9. All karts must be brought to tire testing area on a kart stand. All tires must be dry. If

these above listed requirements are not met you will not be allowed entrance to the hot

grid and track.

 

JTR Eagle Procedures

Practice:

Karters will bring their karts to the grid on a kart stand with dry tires. All karts must use

spec tires legal for their class. These tires will not be marked during practice. Before

removing the kart from the kart stand, a reading will be taken from a tire or tires

(randomly selected). If the reading is below 60 PPM, the karter will proceed to the grid

for practice. If the reading is 60 PPM or above, the karter will be denied access to the

track for that round of practice. That karter will be informed of his/her reading as being

the reason for denial to the track for that round of practice. After resolving their tire issue,

they can again come to the grid for the next round of practice and the procedure will start

over.

 

Heats:

Karters will bring their karts to the grid with dry tires. Before removing the kart from the

kart stand, a reading will be taken from a tire or tires (randomly selected). If the tires pass

they will be marked with the daily branding. The karter will then\proceed to the grid for

their heat race. If the reading is 60 PPM or above AND/OR the daily branding is not

present, the karter will be denied access to the track for that heat. That karter will be

informed of the reason for denial to the track for that heat. They will also be informed

that they will start in the rear of the field for the next heat (if this occurs prior to the first

heat), and they will start at the rear of the feature (if it happens prior to the second heat).

If more than one driver is affected by this procedure, numbers will be drawn for their

starting positions in the race. After each heat, the top two in each class will bring their

karts to the designated impound area for surface testing. If a tire reads 60 PPM or above,

the tire will be allowed to cool down to within 10 degrees of a standard test tire. If the tire

still reads 60 PPM or above, the driver will be informed that they will start in the rear of

the field for the next heat race. If the driver has a reading above the allowable limit

related to the first round heat he/she must participate in the second round heat. If the

karter fails in second round he/she does not get to race the feature.

 

Feature:

Karters will bring their karts to the grid with dry tires. Before removing the kart from

their stand, a reading will be taken from a tire (randomly selected) and the tires will be

inspected for the daily branding. If the reading is below 60 PPM and the daily branding is
